Noel Dickover

Mr. Dickover, the President of Communibuild Technologies, has over ten years professional experience focused on human performance technology. His areas of expertise include:

• knowledge management and community building,
• performance centered learning,
• usability and interface design,
• requirements analysis,
• organizational change, and
• group-based facilitation. 

He has an MS degree in Cybernetics and General Systems Theory focusing on organizational change and a bachelors degree in Anthropology.  Mr. Dickover has facilitated numerous workshops both as a community builder, organizational modeler and to lead personnel through complex decision making processes. Mr. Dickover was the Community Development Lead and for the DON Program Management Community of Practice (now called the Acquisition Community Central), in which he led the very successful Risk Management community, formulated their community building approach and introduced performance centered learning methodologies.  More recently, Mr. Dickover has been supporting DASD (DCIO) Commercial Policies & Oversight in building an Information Technology Community of Practice.  Mr. Dickover also works with Evolutionary Services Institute in supporting the US Agency for International Development (USAID) in developing performance centered interfaces.
